William was born into a local farming family in Scarisbrick. He read Agriculture at the University of London, and went on to do a Master’s degree at Cornell University, USA. On returning to the UK, he became an R&D Manager for a national food company in Cambridge.

He returned to Scarisbrick to farm on his father’s retirement, and quickly became involved with the local Parish Council, West Lancashire Conservatives (where he served as Vice Chairman and Chairman in due course), was elected to West Lancs BC and more recently Lancashire CC, representing the West Lancs West division until 2013. 

He currently serves as a school governor of Pinfold Primary and Burscough Priory Science College and recently was appointed to the Lancashire Combined Police Authority. William was elected Chairman of West Lancs Borough Council in 2007/8, supported by his wife Susan as Chairman’s Lady, which they both enjoyed immensely.
